net - objectanchors - tests pipeline has consistent failures because test resources cannot be deployed

As part of #46637 I wanted to use the live test pipeline to validate changes were correct. I was unable to do so because this pipeline has been failing consistently since November 7, 2023.

Based on the pipeline history and pipeline run on the PR above, it is failing because it cannot deploy test resources. It fails with the error:

The resource type could not be found in the namespace 'Microsoft.MixedReality' for api version '2021-03-01-preview'. (Code:InvalidResourceType)
