[Provisioning] `QueueService`'s `Name` should have a default value of `default` in `Azure.Provisioning.Storage`

Now the Name property in QueuService is not settable, and it will have a generated value which is incorrect.

If I interpret the issue correctly, the name property isn't being set at all. This results in an invalid bicep (demonstrated here), and it can't be deployed to Azure.
