Strange that this failed for so many days with the same error message. It appears that packages and dependencies have been successfully ingested into the artifact feed as local installs using the internal feed now succeed. Re-running... https://apidrop.visualstudio.com/Content%20CI/_build/results?buildId=365220&view=results

This is probably going to be a problem any time we onboard packages which have dependencies that aren't present in the Azure SDK feed... but it'd be nice if the pipeline wasn't down for 3 days.

Turns out this issue is caused by an error in dependencies and Python 3.11: https://dev.azure.com/ceapex/Engineering/_workitems/edit/840376?src=WorkItemMention&src-action=artifact_link
