Version automation not correctly resetting "In Release" state on package work-items

That code assumes that the last state change timestamp is the change to "In Release" however there are many other reasons the item could change and so there are examples where we are not resetting the state correctly. https://dev.azure.com/azure-sdk/Release/_workitems/edit/24531/?view=edit is one such example.
