Investigate flaky test: DynamicConcurrencyEnabled_HighCpu_Throttles

This test is flaky, failing in multiple runs. A quick look makes me think this test is highly CPU dependent and can not be ran consistently across different hardware.

I am observing unexpectedly high usage of CPU, memory and TCP connections in general. Maybe it is related?
