Add labels for nested virtualization and confidential compute

I don't think either of these are exposed via https://learn.microsoft.com/en-us/rest/api/compute/resource-skus/list?view=rest-compute-2025-04-01&tabs=HTTP atm, so we'll need to work with the upstream teams to get them added first before we can have labels for them
