Describe the bug

It's not compatible with latest pydantic. If other dependency installs it, partnercenter fails to load.

Install aks-preview and partnercenter, then run partnercenter command

I think the extension is compatible with latest pydantic, but it pins to an older version which is not compatible with python 3.13 in az 2.77. Bumping dependencies (#246) works on my machine.
