Add sample APIM APIs for Azure AI Foundry to validate platform connectivity and functionality

Currently, the infrastructure deployment provisions Azure API Management (APIM) and Azure AI Foundry, but there are no APIs configured within APIM to validate end-to-end connectivity and functionality of the deployed resources.

Adding a sample API configuration in APIM that routes requests to Azure AI Foundry would allow verification that:

1. APIM can successfully reach backend services
2. Private endpoint networking is working correctly
3. Authentication and API policies are correctly configured
4. The deployed infrastructure components operate as expected

Without a test API configured in APIM, it is difficult to validate whether the deployed services are functioning correctly or if connectivity issues exist between APIM and backend services.
