Detailed Description: During Wave 5, we identified the following bug: Fix React hydration mismatch on Dashboard loading state. Investigate the root cause, implement a fix, and add regression tests to prevent it from happening again.

Acceptance Criteria:

• Bug must be completely resolved.
• Include a test case that would have caught the bug.

Technical Requirements: TypeScript / Rust / Node.js

Deliverables:

• Source code fix
• Regression test

Testing Requirements:

• Run the newly added regression test to ensure it passes.
