Allow only certain inputs in columns in upload manifest

using 'fastq.qz' in File Type column instead of the correct 'fastq.gz' is accepted by the upload client but causes the Luigi decider to skip processing the files. The upload client should check for erroneous column entries, issue a clear error message and stop the upload or skip the line in the upload manifest when encountering invalid input.

There are other fields that require restricted input values such as Submitter Experimental Design. I believe this should probably all be addressed in the future Spinnaker component.
