Provide documentation

The README is basically empty, the TODO file contains other issues that should be addressed.

Basic usage should be described:

 - install (use pipenv? ) 
 - configure (see `config.ini.sample` )
 - run test code and upload data
 - how to check on the Triplestore if everything is in order
