Rename all references from `relecov-tools` to `pathocore-tools`

Issue Description

As part of the project rebranding, all references to relecov-tools should be updated to pathocore-tools across the entire codebase, documentation, configuration files, packaging metadata, schemas, and user-facing outputs.
