Two buttons for creating velocity gradients on particle system editor #16592

Repro
- https://playground.babylonjs.com/#2AR0Z7
- Select particle system and scroll down in particle editor to where velocity gradients live
- Expected result: There should be only one button to create a velocity gradient
- Current result: There are two buttons, but the one below Rate should not be there.
