CA only shows up in "requested amount" dropdown of receive screen if CA is in wallet

Bug description
The CA must be on the wallet's balance for it to show up in the "requested amount" dropdown

To Reproduce
Steps to reproduce the behaviour:

1. open receive screen
2. click on the dropdown in the "requested amount" field
3. enter AID of a CA not in the wallet

Current behaviour
CA is not available to be chosen

Expected behaviour
CA should be available to be chosen, even if it's not in the wallet.
