[Send screen] Max amount is automatically pre-filled, while sending regular (offline) transaction

If the wallet balance is less than 1 BEAM, the amount field is automatically pre-filled with a max wallet amount (deducting fee), if enter a regular address into the "send to" field and switch the type of transaction to offline.
Steps to reproduce:

1. Open the web wallet.
2. Go to the "Receive" screen.
3. Copy the regular address.
4. Go to the "Send" screen.
5. Past the copied address into the "Send to" field.
6. Switch the type of transaction from online to offline.
   Expected result: the amount field is empty.
   Actual result: the amount field is pre-filled with a max wallet amount (deducting fee).
