Profile switching with Hotkey doesn't always change both default devices

I've noticed that when I switch profiles with a hotkey, sometimes the microphone default changes, sometimes the speaker default changes, but usually not both. (Yes, I have both "Also switch default device" and "Also switch the foreground program" checked.) I'm running 7.1.0.

It's pretty easy to reproduce for me.

1. Bring up Google Fi Web calls page in Chrome.
2. Click the "Audio settings" button so I can see which devices will be used. Set them all to "Default".
3. Hit the individual hot key for speakers. The default changes. (Can see it in the dropdown in Chrome)
4. Hit the individual hotkey for microphone. The default changes.
5. Hit the hotkey for the profile that should change both. Only the microphone changes.

Zoom "Settings/Audio" will show this behavior as well, although I had to repeat step 5 a few times with two profiles and in that case, the speakers would change and the microphone was frozen. (Individual hotkeys continued to work, though.) Mixing steps 3, 4, and 5 produced a variety of results, actually.

The workaround is not to use profiles, but they are kind of important.
