Add API Request Rate Limit option``

We have users who have scripts that go off the rails and flood our proxy with tiny requests. The end result is 10-20x more api requests but overall much less token consumption than an average user. As a safeguard it would be nice to have a rate limit incase to protect against this kind of thing on a user by user basis
