In Outlook, there is a global option to set when messages are sent: Immediately; after a user-specified period; or only when sending is manually triggered by the user. Unsent messages go to the 'Outbox' folder in the interim.

I don't know if this is in scope for the Betterbird project, but this is one of the big feature gaps between Outlook and TB/BB that prevents me and a lot of my peers from switching.

This is Thunderbird bug 246865, which has been open for 21 years!

The bug details several use-cases, but the most significant one, in my opinion, is to mitigate those last-minute 'oops I forgot the attachment' moments. This happens too frequently in my life to be able to let go of that safety net and switch to what is, in pretty much all other respects, a better e-mail client.
