Choose any migration directory

Hey there. Is it possible to have the migration directory outside of priv/ which isn't a convention we really use?

Hi !

In a previous version, you could. However, to allow the inclusion of migrations from other libraries, we have to use the priv folder to be able to access said migrations.

I hope this was clear, tell me if it wasn't 😅

I understand, but if I wanted to do something like --migration-folder ../sql/migrations currently I have to do a symlink trick to make it happen. Could the library support absolute paths?

Hmmm, I can't think of a good solution to this right now :/ here are my thoughts

1. Absolute paths aren't great for collaboration because each collaborator would have its own path to the migration folder
2. Adding a specific case where the path starts with '..' likely couldn't work if the cwd is not the project root

I am currently on vacation so I won't be able to fix anything in the following weeks, but I'll try to think about what could be done !

I am willing to create a PR for this if you'd like to support both absolute and relative paths without affecting current functionality.
