Failed to create Service com.microsoft.bingads.v13.bulk.IBulkService for Production

Hi team,

Facing a recurring error Failed to create Service com.microsoft.bingads.v13.bulk.IBulkService for Production when using Bulk API downloads

BingAds-Java-SDK Version: 13.0.17

We've recently migrated our data downloads from version 13.0.15.1 to 13.0.17 and started seeing this issue sporadically for every 10th attempt or so.

The error message comes from the createServiceWithRetry function in ServiceFactoryImpl.java: https://github.com/BingAds/BingAds-Java-SDK/blame/main/src/main/java/com/microsoft/bingads/internal/ServiceFactoryImpl.java#L100

In the source code for ServiceFactoryImpl.createServiceWithRetry, it’s acknowledged in a comment above that Service.Create sometimes get hang. We implement timeout and retry for it. Is this still relevant? It seems to hang often, retry 3 times and then fail.

Are there any solutions to this? Or should we try upgrading to latest version, 13.0.21.2?

Upgrading to 13.0.21.2 seems to fix this
