missing setuptools dependency

Hi,
the SDK requires setuptools
https://github.com/BingAds/BingAds-Python-SDK/blob/803bcd51781379c5bf1115652e065f2afb233f8e/bingads/service_info.py#L1C8-L1C21

but this is not in the package requirements.

It was, not sure why it was closed. The note says that it was supposed to be removed quite soon but main still has the import. The new setuptools deprecation warning is surprisingly spammy when trying to run infrastructure that uses bingads.

Totally agree, very verbose! I don't know when "next version" will come.
The PR seems closed because it uses a wrong number of arguments for the functions used (at least that's what I understood from the comments, I didn't test it myself).
