Common files that don't require a copy are listed in /usr/share/licenses/spdx/.

Common migrations:

• MIT : unchanged
• Apache : I fear the old identifier was Apache and was for Apache 2.0, but maybe some Apache 1.0 or 1.1 were identifier as Apache too. So for Apache2 we will be able to easily migrate to Apache-2.0 but for Apache we'll have to check if it's Apache-1.0, Apache-1.1 or Apache-2.0.
• BSD : many cases to study
• GPL : weither it's 1.0 2.0 or 3.0 the hard part will be to identify if it's only or or later. E.g. migrate GPL3 to GPL-3.0-only.txt or GPL-3.0-or-later.txt.

Also a lot of packages are no longer building so they need update to be able to update the license.

If issues are encountered with SPDX identifiers, during the transitional period using old identifiers > - names of the directories in /usr/share/licenses/common - is acceptable

End of transition date is not announced.
