This can be used if a user what's to have their local network take priority over ngrok.

First, the local IP is attempted to connect to. It will work when on the home network. If it fails, use ngrok.

Nah, this is a client side thing. So this would be the flow:

Prerequisites

1. User sets a fallback server URL (the primary will already be set)

Workflow

1. User opens the app (or an intent is invoked that spins up the Dart Isolate)
2. App attempts to connect to socket using primary address
3. If that connection attempt fails, try the secondary address. If that fails, keep retrying primary, then secondary, primary, then secondary, etc.

Ultimately, the primary address will always be used, unless there is a connection failure. And the secondary will never override the primary as long as the primary connection succeeds.

This kinda exists now with the localhost detection - if proxy services are ever down, users can just flip that on and get a direct connection to server. Is that enough for this ticket or need something more robust @zlshames

I think the localhost thing is a good start, but I don't think it solves this. It's more of, I got a 500 or 404 error or timeout from my primary URL, try with the fallback
