Development of Coordinate System module

[Zyro9922]

This module will have 5 major header

1. horizon_coord_sys (Altitude and Azimuth)
2. equatorial_coord_sys (Right Ascension and Declination)
3. ecliptic_coord_sys (Ecliptic Longitude and Ecliptic Latitude)
4. galactic_coord_sys (Galactic Longitude and Galactic Latitude)

which will inherit a base_coord_sys (Attribute1 and Attribute2)
