ESP32-S3 16MB fails to boot - "otadata not found".

I am experiencing a boot loop/error on my ESP32-S3

What I've tried:

1. Used esptool.py to write the firmware.bin at 0x0.
2. Cleared the flash (Erase All).
3. Verified connection via COM5.
