[Bug] "Switch input sources individually for each window" does not work

Description

Budgie just seems to ignore the option totally and uses the same source for all windows (the other option)

Budgie version

10.7.1

Operating System

Fedora 38

Steps to reproduce the issue

1. Go to System Settings
2. Go to Keyboard tab
3. Have at least two Input Sources
4. Change Input Source Switching to Switch Input sources individually for each window

Actual result

The input source is uniformed across all windows

Expected result

Each window has its own associated input source (as in GNOME)
