Proposal matching #14
Description
We already handle matching for existing proposals. Now we need the feature that links pending proposals (e.g. tally / snapshot stage) to the canonical proposal.
- Attempt to match pending proposals and set proposal_id when confidence is high; otherwise leave it null
- Start with an AI-assisted matching flow to link new stages with canonical proposals, starting with a UI button to perform the action, so we can review it's working nicely before setting the automation
