At the bottom of the Spending page, there is a section for "Government Departments explained". This provides the full explanation and breakdown for each department/ministry. It's not very discoverable at the moment.

It's worth exploring new behaviour:

• "clicking" the ministry in the sankey diagram itself opens up these pages
• Maybe it opens up in a new page
