Groundstation is not installed

Our rc.local tries to start Groundstation near the end of the script, but it fails because Groundstation is not installed.

Packaging Groundstation is difficult in the extreme beause it run inside a virtualenv sandbox. Given the most common use case for ByzPi ("We don't want to hack on it, we want to use it."), we should be able to use standard devops techniques to deploy it when building the images. A much better use of energy, I should think.
