Provide somes explanation how it works.

About the case where no md files exists?

The new-sync-notebook.yml action works in the following way:

1. Script checks if article.ipynb file is there. If not, error is returned.
2. Script checks if article.md file exists. Result is stored into a special variable
3. A comparison between hashes of the current and previous commit is made in order to get the list of the files that have been changed
4. If the $CHANGED_FILES list contains both article.ipynb and article.md an error is thrown.
5. If only one of article.ipynb and article.md has been changed, then one file is synchronized with the other one based on the newer version.

Remark: in case article.ipynb has been changed and article.md file does NOT exist, then article.md will be created.
