Feature: Identify IPv6-capable vantage points

Currently there is no way to identify if a ScamperVp is IPv6-capable or not.

Would be nice to add asn6/ipv6 properties to indicate this capability.

This is definitely high up on the priority list. We're collecting this information for each vantage point but need to make sure that it's accessible to the metadata generator.

Any node that has recently reported IPv6 capability should now have the network:ipv6 tag if you are using scamper via the mux. You could get a list of all the vantage points that are IPv6-capable with something like:

with ScamperCtrl(mux='/run/ark/mux') as ctrl:
  vps = [vp for vp in ctrl.vps() if 'network:ipv6' in vp.tags]
