Investigate why file restore is inconsistent

@hnine999 and @vardhah noted that the restoring of files during emulation is flaky. We need to determine that the problem is and ensure our implementation is robust.

I've hardened the code and added lots of logging. I tried restoring all the non-gateway non--defender hosts on castle4 several times with no issues.

@vardhah could you try this as well?
