Work with dev team to close or migrate issues currently being tracked in github to new organizational structure

Motivation

In an effort to clean up GitHub/ZenHub we would like to close out as many MOC 1.0 issues as we can that will cese to be useful after MOC 1.0 goes away and migrate MOC 2.0 issues to a more centralized repo to help 2.0 stay more organized.

Completion Criteria

Close MOC 1.0 issues that are not going to get done before MOC 1.0 closes and are therefore no longer needed and move MOC 2.0 issues to the MOC-issues repo.
