Organize GH, ZH, and any other tools IS&T and RH are using to track projects

Motivation

Work with Robby & Albrik to find some way to organize GH, ZH, and whatever else we need for organizing these teams. Research new software we might need to use for this many people. Reorganize GitHub, and if we continue to use it, ZenHub.

Completion Criteria

Project management software was decided upon and organized to show off MOC 2.0 and other joint projects.

Current desision is to use ZenHub until at least september. we will need to figure out how to create Red, Yellow, Green issue tracker.
