Migrate to using the new `project.yaml` in the `non-billable-projects` repo

Now that https://github.com/CCI-MOC/non-billable-projects/pull/49 is merged, we would like to use the new interface introduced by projects.yaml, which contains cluster-specific information on nonbillable projects.

@knikolla @naved001 I would prefer to put this issue on hold until #214 is merged, since this will likely touch a significant part of the config/loading logic
