The existing DIGIPIN system is limited to India's boundaries (2.5°-38.5°N, 63.5°-99.5°E). This enhancement extends DIGIPIN to global coverage using a zone-based architecture. This should work without disturbing Indian Codes - Indian codes just should have 00 appended at start of DIGIPIN
Proposed Changes:
Add 12-character Global DIGIPIN format with zone prefixes (e.g., 00-39J-49L-L8T4)
Implement 6 latitude zones (0-5) and 10 longitude zones (0-9) covering entire globe
Create new API endpoints: /api/digipin/global/encode and /api/digipin/global/decode
Maintain backward compatibility with existing Indian DIGIPIN functionality
Enable worldwide coordinate encoding while preserving original 3.8m precision
Impact: Transforms India's national addressing system into a global geospatial solution.
