Surface_mesher : its next life

Issue Details

After Surface_mesher deprecation is over, the package should not be completely removed but its content should be replaced by helper functions make_surface_mesh() to ease the "findability" and use of Mesh_3 for surface meshing (similar to what is done in PMP::surface_Delaunay_remeshing() )
