Get access to vault password?

It says in the ReadMe:

In order to encrypt and decrypt configuration variables, you must create a .vault_password file in this repository root directory. Contact another team member to gain access to the vault password.

"Another" implies that the reader is a team member themselves. Is this repo only meant for CMS employees? If not, how do I get that password to decrypt the files?
