Tool: k6 (dynamic load testing)

What this PR does:

  • Adds test/k6/smoke.js — a 30s smoke load test (against localhost by default)
  • Adds a manual GitHub Action workflow (k6-smoke.yml) that runs the test and uploads k6-summary.json as an artifact

Proof requirement for Tools Checkpoint:
Once this PR is opened, I will manually trigger the workflow from the Actions tab and attach/download the artifact here to show that the tool successfully ran.

Next step (once VM is deployed):
Change TARGET_URL to the deployed hostname (e.g. https://crs-17313-gituardo.qatar.cmu.edu) and re-run the workflow to collect results against the live deployment.

k6 smoke test succeeded.

Attached is the k6-summary.json artifact from the GitHub Actions run as required for the Tools Checkpoint.
