Add a section defining 'portable' CHERI C/C++ code

It would be good, early in the guide, to talk about what 'portable' CHERI C/C++ code means -- both goals, and limitations. Be sure to point out legitimate uses of non-portable code, such as debuggers, VM migration, linkers, etc.
