Summary

Implement Prevent duplicate refunds during provider retries as a production-ready improvement in this repository.

Why this matters

Retries, concurrency, or restarts can otherwise create lost work, duplicate side effects, or unrecoverable state.

Scope

Trace the affected public entry point through persistence, external dependencies, and user/operator-visible output. Implement Prevent duplicate refunds during provider retries without weakening existing authorization, correctness, compatibility, or CI safeguards.
