Support opening a ROM via CLI

This would allow users to drag ROMs onto GSE.exe or shortcuts to it in File Explorer, not just onto its already-open window.

It would also enable the GB Emulator Shootout to display GSE's test results, hopefully bringing more users to GSE and making it easier to improve accuracy. (See https://github.com/gbdev/GBEmulatorShootout/issues/44.)
