传送带交接问题

**Describe the bug**
当想建造的pipeline与已建造的Crosium Belt交叉时，它不会自动搭桥绕过，而是直接袭夺。

**To Reproduce**
任何时间。即使已开启自动推荐合适建筑与传送带自动寻路，此问题还是会发生

**Expected behavior**
希望其能自动搭桥
