Browser Wallet Messaging for Extensions (externally_connectable)

This thread should be used for discussion around CAIP-294 which describes the messaging transport for **browser extensions** using window.dispatchEvent communicate with decentralized applications for the following interfaces:
- discovery (CAIP-282)
- handshake (CAIP-25)
- signing (CAIP-27)
