Consider switching to @vekexasia/bigint-buffer2 #8771
Description
The current https://github.com/no2chem/bigint-buffer implementation is no longer maintained. We should consider switching to https://github.com/vekexasia/bigint-swissknife. The caveat is that it has really low adoption so far and is pretty new. I haven't audited the code yet, so we need to make sure it has no other unknown issues.
