Support primitive casting

We want to be able to cast primitives into some compatible alternatives

```haskell
one_short: Int16
one_short: -> 1
main ->
  let x = one_short! :: Int64
```

We should not allow for dangerous casting like `Int64` to `Int32`, and provide implementation that can safely fail for those cases.
