[Tests] Add performance/load tests

Description

Create performance tests to ensure system can handle load.

Tasks

• Choose load testing tool (Locust, k6)
• Create load test scenarios
• Test API endpoints under load
• Test database performance
• Set performance benchmarks

Acceptance Criteria

• Load tests run in CI
• Performance regressions detected
• Benchmarks are documented
• Results are tracked over time
