Most manually reported questions, for which a later edit adds reasons for it to be scanned, will not be scanned normally by SmokeDetector. They are not scanned automatically due to the edit bump. They are not scanned with !!/scan: SmokeDetector refuses because it considers them as having already been scanned, even though the version which was scanned was pre-edit. They can only be scanned with !!/scan-force, and subsequent edits require additional scan-forces to be picked up.
I don't think it should work that way. I think manually reported questions should have edits scanned similarly to non-manually-reported questions.
