Move exclude_sections rulespec to cmk/plugins/collection/rulesets
Move the plugin from the legacy GUI location to its new home under cmk/plugins/collection/rulesets and remove it from the legacy matchtype list. Add migrate unit tests. Change-Id: I193a89f6ffef05b058191232cbe2501189c0552c
