FEAT: [NEW CADT UI] - Add ability to transfer projects from org to org #1240
Description
Need the ability to transfer projects from one org to another.
This uses datalayer offers.
The idea is that in the "Warehouse" section of the app, a user can select a project that they do not own in their home org (any project displays with 3 dots) and can select transfer.
Clicking the transfer button opens a modal where the user can either confirm the transfer or cancel the transfer. This creates a download for an offer file.
From the taker side of the offer, they import the offer into the UI and click confirm. This creates the offer transaction on chain.
